Because the games are passworded, you must sign up within 48 hours of the game being created. If your team doesn't sign up in time, it will forfeit the game and you will be deducted one league point!

I'd really stick to your guns on the rule regarding signing up. Its hard enough to sometimes get your guys there with vacations and real life responsibilities. To have to then get them to sign up again, can be a job as well. I'm lucky in that I have a larger squadron, and have made arrangements for replacement pilots.
In any event, with a weekly schedule as you have set, many games will be going on after the 2nd week begins. Forfeits are going to be a part of the game, and I don't see any way around this.
And yes, if you can get around to it, please make a spot under Cup for Squad Cup 2.
Unless your squadron has exactly 4 players or you have a squadron of infrequent players; it should not be that hard to fill the slots. There is no rule (as far as I understand) that prevent you to have the same pilots in both games. Another thing we implemented is the 36 hrs rule. Once the game is 36 hrs (1 day 12 hrs) old and there are some remaining slot(s) open for your sqd; anybody in the sqd can join to fill them.

I don't think it is too much to expect for 1 move/day for each player involved. 
Our 2 week 1 games are both waiting for a particular player who has not been on for 2 days!! I don't mind weekday only players but weekend only players are too slow for any league play.
