Some of these scenarios are already available:

2 Cams vs Dr 1 - Baron's last flight
Se5a vs Halb - Flying Targets III
Fuel levels are not set in the scenario editor but by the game creator.
Also, if the sides are not balanced, the odds are they will very rarely get played, though there are a few around who do like the challenge.
I'll see about doing the others as I have free time available.
