No, there is no way to do it.
You can only see the previous move situation.
There are 2 different reson for this:
1) We currently don't save all the data we'd need to show an older game situation.
2) If you should be able to see every move, you could easily track down the fuel expenditure of your opponents to see if their tanks are near empty, and this is not permitted by the game rules.
