When a ship surrenders by any means other than striking the colors (all hull squares destroyed), it will un-surrender (be "inspired") if a friendly ship comes within five hexes.
That was an unusual situation because Royal George is an SOL 1 and no Spanish SOL 1's were within 10 hexes, so San Fernando surrendered by immobility (explained in the Newbie's Guide), but then noticed some very inspiring SOL 2's were nearby.
