Bill, I don't recall the turning bug. There is a rule about ships that didn't move the movement phase prior losing 1 off of their turn rate; but the issue there is that it was incorrectly programed in the "Simplified" and "Basic" rules...
I may not be recalling the discussions in Beta correctly.
