You need to rake his hull in order to force him to surrender by immobility.

Can I set guns to fire at hull from any range?
You can always set your guns to try to fire at the hull from any range (it defaults to this) but, as Longneck said, at any distance over 6, you automatically fire at the rigging. Any hull hits are 'lucky' hits due to a high HDT.
You gotta get in close, show the immobilized enemy that you can rake them without mercy, then they will strike.
