Turn his/her ships and allow you to rake them. This will speed thing up.
Set HDT to 8 so the shooting stops. The game will time out soon enough.
Move away from each other and wait for time out.
Yes, I am using this solution currently.
Except I would limit myself speech to "Draw?? Beg for mercy! Harr harr!"
Just talking about usability here.
Used to having some explicit way to decline such proposals in other games.
