In game 628428 I am trying to place two rings, with one in Germania and one in Rrancia. When I try it, I get the message "At least one ring must stay on the country specified by the card you selected. Please move it so that at least one hexagon of the country you selected, is covered by a ring."
One of the rings IS in Germania!
