London (rigging 22/24) and America (rigging 14/21, one line gone) should have different movement allowance, but they can both advance 1 hex with wind at 2 'o clock.

With wind from "2 o clock" (ah, a fighter pilot inheritance!) every ship have a move of 1 (just like sailing "12 o clok" in to the wind every ship have a movement of "0"... you need better wind positions to reach full speed!
