Many of them were probably thought with Advanced Rules in mind, but some may be nice to play on Standard rules too.
Do you want any of these scenarios to be moved to main site before the Advanced Rules are moved there?

I think "Spanish Treasure Fleet" and "Suffren and Hughes" may want to stay in beta until you move Advanced rules and new UI to main site. As for the others, of they cannot be put into a league system under whatever current restrictions we have; then keep them in beta as well until then.
I am not too worry about scenarios that are not balanced. Players will figure out the tactics as they play.
