I just encountered the opposite bug...on Game number 428, move 19, Romulus has all rigging squares red, but there is no message about its surrendering.
I wonder if it will be there next turn or not
Yes, It's happened to me too: it seems they strike their colours on the round
after the ship's lost all the rigging
