This just seems off to me.

Remember that when you revert to battle sail because of rigging loss, you just revert to the normal sails (and movement speed) you always used on the main site.
If some of your ships cannot move after losing 1 rigging section, it's not because the other sections are useless, but because the wind is currently too strong (or too weak) and the wind penalties are killing your remaining movement capability.

As long as the wind speed is in the "normal" range, losing one rigging section in Adv.games will give you the same speed as a Basic game.
