Currently the Frigates can chicken out without a fight and there is nothing the French can do about it.
The frigates need to close the range fast but can do little about that since the French is up wind.
Therefore put the Frigates upwind of the French. Switch the position. That way the Frigates can use the speed advantage to get close.
Or you can split the Frigates up and put 1 group slightly ahead of the French while the other group slightly behind. That way someone has to do some move to get the first turn shooting going.
Lots of work, not a lot of action. Take a look at this game: http://www.youplay.it/beta/play/ws_GameMove.asp?GameID=23224 After 17 turns we finally get close enough to do some real shooting.
