on turn 13 if I pick OBP or TBP for Conq it gives America and London as options, but it's not fouled or grappled with America.

It's actually giving it to you as a TBP target, however, the selectbox is not "smart" enough to differentiate the two things (someone rightly suggested to modify it!).
Also I don't think we have a check in the code to prevent you from ordering OBP against a TBP-only enemy target, so this is definitely a bug.

Fixed.
The target ship select box still doesn't differentiate OBP targets from TBP targets, but if you choose a non-grappled/fouled enemy ship for an OBP, your move will not be accepted when you send it and a message will be displayed
