When you can't turn because of the new dismasted rule, it should already tell you so (it will say "Unable to move").

I don't think I saw this "Unable to move" thing for turning when I clicked the turning buttons. For better GUI practice, disable or gray out the buttons when that ship cannot do that move. Put a tooltip over the grayed out button saying "Unable to Turn due to loss of riggings". If you can somehow list the length of turn until the end of the restriction, it will even be better. Then there will be no confusion after that.

For many turns the Neptune have been suffering from rigging damages. I have been trying to turn it clockwise for couple of turns but nothing happens until turn 19. I suspect it has to do with this fix.

So you tried to turn Neptune on turn 17 and 18, your move was displayed in the preview, accepted as legal when you pressed the Move my Ships button but nothing had happened when the next turn appeared?

Yes. I swear I saw my move (turning) displayed in the preview before I pressed the Move my ships button.
