What's going on here? My only options are "Offer Draw" or "Surrender". I wanted to board, so I set my MDT way up and got adjacent to my opponent's remaining ship. I'm not allowed to move or form boarding parties.

This is not a bug. Just hot the Use this move (or whatever) button at the bottom of the popup and keep going.
