the L'Orient has not received a full bar of damage for crew or rigging, yet can not move as she would be able to if she were undamaged, why is this?

On Move 29 L'Orient is facing directly into the wind. The only movement possible in that position is to pivot.

you cant move upwind...you will have to turn to port or to starboard...the maneuver is called tacking
