It's a bug from the recent update, I have 12 games in that state.
I believe what is happening is that a player has been eliminated. But for some reason the game thinks he is still in. If the player enters the game he gets the move panel but no ships. If this player submits a turn then the game continues, but the eliminated player must continue to submit the empty turns. I have one game where this seems to be happening and I am the eliminated player. Can any one confirm this?
