They're probably bumping into each other. When two ships are ordered to the same hex at the same time, they collide and both will stop at that point (and might foul). Try moving L'Orient straight past Solitaire. Don't move Solitaire at all. The following turn it should be clear for Solitaire to move ahead.
i realize how to move the ships . There's a bug. Do the game designers read the forum??
Just to make sure, exactly what movement orders you have given to your ships?
So far there has been mistake in my orders, if those have not moved as ordered.
i have suspected that such a bug exists as well...
there have been a couple of games where one or more of my ships have not moved as ordered
a simple tack in succession was not carried out in a recent game...despite all vessels moving at the same speed and being one hex apart (not nose to tail)
it might be prudent for us all to keep track of these happenings and pass them on to the development team
