I have also experienced that problem alot.

Apparently they won't surrender if a buddy is within 10(?) hexes. Fell free to pound them into mulch.

I counted, there is a buddy that has struck at ten hexes. I'll watch for that in other games. I just noticed though, I scored a hull hit at ten hexes?
