In order to try to end the game, my opponent has turned his crippled ships toward me to allow rakes. The "Duc B... will surrender if raked" message keeps coming up and I'm definitely raking her, but she ain't striking. That's a bug.
The message doesn't say it, but you have to rake the Hull for the ship to surrender. You are at range 6 so can only attack rigging and thus it wont surrender. Also there is another friendly ship within 10 hexes, and that currently prevents surrender even if they are both missing their rigging. So you need to sink one of the two and move in one hex to get the last ship to surrender from a rake.
