In the original scenerio, all the Brit ships have Crack crews...
This means that they can hit on average 2 or 3 hexes further away than the enemy.
Victory with 11 guns at range 10 is -1, with crack crew bonus of +2 means that she is always in range.
Ville de Paris, 12 guns, average crew has to get within 4 hexes to hit after she has expended her initial broadside. Six hexes is a lonnnnngggg way!
Formidable with 8 guns can hit at range 6
Exeter can hit at range 4 with 6 guns, whilst Solitaire has to be 3 hexes away.
The French are not outgunned, as they have the broadside advantage, but with the average crews, they are disadvantaged....
All these examples are when the minimum HDT is 1.
The scenerio as is written in the rulebook is unbalanced because of the crew differences, and more than a little unrepresentative of the actual battle, as using the "old" Admiralty rules of engagement(Fighting instructions, the Ikea manual of sea combat of the 18th C)meant form line and blast away. If you refight this using the WSIM rules the royal Navy can probably blow away the french, which didnt really happen. (Mainly because most players wouldn't fall into the same trap of fighting in stagnent lines)
As it being unbalanced, well that is the way you win wars, have more men with bigger sticks!
I think that this (you play) scenerio is a little more evenly balanced than the original as the French do outnumber the brits (unlike the actual battle) but I still think the royal navy will win more than it loses. Not a bad thing, more bragging rites if you win as the French
