Message text No, the faster ships make more steps, but all are made simultaneously. If you move 3 hex straight, and I only 1, My 1st move is done with your 1st move, then you move other 2 times.
I know this could sound strange, but... rules rulez. 
I the advanced game there is the baking optional command that allows you to change this order a bit, but currently it is not implemented.
