I wondered what the reason is for setting a "not fire before HDT is above *" (* = 0 to 6).
You only have a slight benefit for the first shot, but holding this shot until you are one or two hexes away from your target means; a) you get shot at perhaps 4, 5 times before your first shot.
b) This first shot bonus (initial broadside) does NOT get higher or more devastating when you get nearer.
SO it is useless. Either take it out.... ...or a) make the ships have LIMITED ammunition and b) get a 50% bonus effect on your Initial Broadside when being within three hexes distance.
