The request was to provide a "big armada" scenario, so a scenario with a lot of ships.
Given that the current code can handle a maximum of about 30 ships, the biggest scenarios in the Rulebook close to this limit without exceeding it where Battle of the Nile and the fourth engagement of Suffren and Hughes.
Battle of the Nile is supposed to be played with a lot of special rules (ships arriving some turns later, shoals, etc.) so I preferred to use Suffren and Hughes scenario.
There are 27 ships in this scenario, so starting a Captain version will require quite a lot of people 
In the Commander version, ships are divided into groups of 3, so 9 players are required.
Admiral version is a 15 ships vs 12 ships one.
All ships are SOL2 except one french frigate (French are the larger group).
As usual British have better crew (crack vs average) but hopefully the scenario is more balanced than the Arbuthnot one given that:
1) French are deployed more upwind
2) French have more ships
3) French are historically supposed to win
