Message text I believe it is tied to the following:
# Triton aimed at Britannia's Hull Hdt:-2 (Guns:-2) unable to fire.
# Britannia aimed at Triton's Hull Hdt:-1 (Guns:-1) unable to fire.
The above was last turn and the turn before and I believe the warning code seeing the above text thinks combat has taken place.
I'm guessing here but this would be a good place to start!
