It is a bug, but, I don't think it's what you (the original poster) think. Look carefully if you scroll back one move, you'll see the turn changes TWICE, not once.
A longstanding bug has been the end of game report, often, it shows the last move as TWO moves, making it APPEAR that a ship moved more than it could. I've seen this in a lot of my games.
So, while it could be a bug, since there is no way to know what the position really were on turn 12, I more suspect the reporting bug, not a movement bug.
