Apparently I can't move, just offer draw or surrender. Hou could it be?

DO NOT SELECT EITHER, unless you want to surrender or draw. Just click the "Use these parties" and the game will continue. This happens when other player(s) are doing Boarding Parties action or crew transfer. It is confusing and suppose to be a feature.
