mmm I am not sure your explanation is correct and I understand that I was not clear in my initial explanation. Before the melee on Exeter I had 10 men in the sections 1,2 and 3 PLUS 7 extra crew and 9 captured crew.
In Solitaire there were 2 men.
In total 17 mine and 11 theirs.
After the melee 2 men surrendered without fighting. But in total we have only 10 men mine and 2 theirs.

disappeared!
Are we both referring to Game 22952?
In Game 22952, Exeter has never been captured so there cannot be prisoners on it.
In Game 22952, checking the log, you had:
At the end of Turn 18:
Exeter: 10 crew, 7 extra
Solitaire: 3 crew
During Turn 19, Exeter attacks Solitaire and they both lose 1 crew. Also, Exeter sends 3x2 men to Formidable.
So, at the end of Turn 19:
Exeter: 10 crew - 1 killed - 3 transferred -3 transferred = 3 crew
+ 7 extra, now converted into normal crew
Exter now has: 10 crew, 0 extra
Solitarie: 3 - 1 killed = 2 crew
Then on Turn 20, Exeter attacks Solitaire and wins without fighting.
10 men from Exter are now on board of Solitaire, 2 men of Solitarie are imprisoned.
