Yes, I'm currently testing that case as I'm getting mixed results..
Anyway at the end for Abandoned ships we should have:
anybody can grapple and foul to
friendly ships should be able to TBP new crew to them
enemy ship should be able to send OBP and TBP
Funny thing, according to the rules, a crewless ship is not a surrendered one, so you should not be able to conquer it with just a TBP.

VII.B.8 (TBP can be used to board enemies only if they surrender)
VIII.D.2 (Crew less ship are not defined as surrendered like rigging/hull/guns-less ships)
IX.D.1 (Only ships surrendered by striking/firepower/immobility/melee are listed as possible captures)
IX.D.3 (Again TBP defined as a way to capture ship surrendered not by melee)
