This is not a bug! It is more of an odd feature. This window will appear if somebody else is doing boarding parties action/transfer and you are not eligible to so any. In this case there is a boarding action between Sagittaire and Gibraltar. Just click the button "Use these parties" to continue. DO NOT check the checkbox for surrender or offer draw.
