Why have newly created senarios been made avaliable for league play when other senarios have not?

Specifically "Squadron Campaign - Allied Recon" and "Squadron Campaign - Axis Recon" have been made avaliable for league play with no games finished for these senarios while "BM campaign Sector 3 Feb 1918" which has 35 games finished has not been made avaliable.
